Agent 4: Compliance Manager

This is where quality assurance begins. The Compliance Manager is an independent auditor who reviews the draft with fresh eyes, checking every sentence against the original requirements.

What it checks:

  • Has every mandatory requirement been explicitly addressed?
  • Are claims supported by evidence from the uploaded documents?
  • Does the response follow the required structure and formatting?
  • Are there gaps where the evaluation criteria haven’t been covered?

What it produces:

The Compliance Manager operates independently from the Lead Writer. This independence is critical — the same agent that wrote the content can’t objectively evaluate it. This mirrors best practice in professional bid teams, where the reviewer is never the writer.

Agent 5: Red Team Reviewer

The Red Team takes adversarial review a step further. This agent plays the role of the buyer’s evaluator, asking three brutal questions:

  2. Could a competitor beat this? Where is this bid vulnerable to a stronger submission?

Agent 6: Editor

The final agent handles the polish. The Editor doesn’t add content or fill gaps — that’s not its job. It refines what exists.

Its checklist covers:

  • Language and tone consistency throughout
  • Grammar, spelling, and punctuation
  • Logical structure and flow between sections
  • Impact and persuasiveness of key messages
  • Formatting consistency and professional presentation

Why Sequential Matters

These agents work in sequence, not in parallel. Each agent’s output feeds into the next. This is deliberate and important.

If the Writer and Compliance Manager worked simultaneously, the Compliance Manager would have nothing to review. If the Red Team worked before the Evidence Manager, it couldn’t assess whether claims are properly supported.

The sequential pipeline ensures that each agent has the complete context it needs to do its job well. The Tender Analyst’s requirements matrix informs every subsequent agent. The Evidence Manager’s bank grounds the Writer’s claims. The Compliance Manager’s audit gives the Red Team a baseline to challenge.

The Tier Difference
